Work Program for Regulating Matriculation of MPA Candidates in 2021 (Third Round)

In accordance with the spirit of the “Work Program for Postgraduates Second-round Examination and Admission of China University of Geosciences (Wuhan) in 2021” and combined with the actual admission situation of MPA candidates, the regulating work method for MPA (third round) is hereby formulated.

I. Application requirements for regulating

1. Professional master candidates qualified for the part-time Master of Public Administration (MPA) of CUG and taking part in the national postgraduate entrance examination (management joint examination) in 2021 (the first examination subject should be the same as the first examination subject of the part-time MPA professional degree);

2. Candidates applying for the master degree in management (public administration, business administration, tourism management, engineering management, accounting, library and information) in their first choice;

3. The result of preliminary examination should meet the national basic requirements of the first-choice major for Class A candidates, and meet the basic requirements for Class A candidates applying for “public administration” professional degree, that is, the total score is 174, including 43 in English and 86 in management.

II. Regulating types to be received: part-time and targeted on-job candidates

III. Regulating quota: 19 persons

(Remarks: the minimum score line for second-round examination shall be determined according to the proportion of 200% of the regulating admission quota)

IV. Regulating procedures

1. Our School will release the regulating information for MPA on Apr. 16 (18:00 Beijing time) to Apr. 17 (18:00 Beijing time), lasting for 24 hours. Please log in to the regulating system of “China Graduate Admission Information Network” (https://yz.chsi.com.cn/yztj/) during this period to fill in personal regulating information, and the locking time of regulating choice will be 36 hours.

2. Our School will select the best applicants to take part in the second-round examination. The candidates receiving the notice for second-round examination must reply within 12 hour. Those failing to reply in time will be regarded as giving up the qualification.

3. Candidates who pass the second-round examination should receive the notice of admission through the regulating system of China Graduate Admission Information Network, and the final admission shall be subject to China Graduate Admission Information Network (http://yz.chsi.com.cn/). At the same time, please pay attention to the notice on the website of our School and MPA Education Center.

V. Organization of second-round examination for regulated candidates

(I) Qualification examination

1. Materials for qualification examination: (1) Original and copy of second generation ID card; (2) admission ticket of preliminary examination; (3) original and copy of graduation certificate (the candidate with questionable academic qualifications must provide the academic certification report or electronic registration form); (4) original and copy of transcripts (additional material, optional); (5) original and copy of bonus points certification materials (for the bonus points policy, please refer to the Scheme for Postgraduate Second-round Examination and Admission in 2021, website: http://zhinengdayi.com/cugyz).

The unqualified applicants could not pass the qualification examination. All qualification materials must be original and the copies should also be submitted. Those who fail to pass the qualification examination are not allowed to take the second-round examination.

2. Time and location of qualification examination

According to the price documents, RMB 100 Yuan/person shall be charged for second-round examination. Payment platform: http://pay.cug.edu.cn/xysf/ (account number is the ID card number, and the password is the last six numbers of the ID card). Please show the payment screenshot during qualification examination.

(1) Time: Apr. 19, 2021 (Monday)

8:00 to 11:40 am; 14:00 to 18:00 pm

(2) Place: MPA Education Center of School of Public Administration (Courtyard Dwellings in North Quarter, next to No. 6 student apartment)

(II) Content, time and place of second-round examination

1. Subjects of second-round examination: (1) Ideological and Political Theory (closed book written examination, 120 minutes); (2) comprehensive interview (including background examination, oral English, professional course interview and comprehensive quality test)

2. Time and place of second-round examination: notified later

3. Second-round examination result and total score

(1) The second-round examination is calculated in 100 points system, accurate to one decimal place.

(2) After the second-round examination, the results will be announced within 2 days, ranked according to the total score from high to low.

(3) Total score = total score of preliminary examination ÷ sum of full marks of all subjects  of preliminary examination ×100×(1-weight of second-round examination)+ score of second-round examination ×weight of second-round examination. The total score is calculated in 100 points system, accurate to one decimal place.

VI. Admission rules

1. The proposed admission list will be determined according to the total score from high to low (if the candidates to be admitted give up or are disqualified, they will be supplemented according to the total score). If the total scores are the same, it will be ranked by the total scores of preliminary examination; if the total scores of preliminary examination are the same, it will be ranked by the score of single subject (comprehensive examination for management) in the unified examination.

2. The candidates to be admitted must complete the admission procedures before May 30 (complete the political examination, transfer personnel files or submit the targeted training contract). If the candidate fails to go through the admission procedures within the time limit, he/she shall bear the consequence of not being admitted. All the proposed admission lists must be submitted to the Ministry of Education for approval before they are officially accepted.

3. In case of one of the following circumstances, the candidate will not be admitted or disqualified:

① Unqualified in ideological and political quality and moral quality examination.

② Failing to attend the second-round examination or unqualified in the second-round examination (the score of second-round examination is the sum of examinations; if the score is lower than 60, it is unqualified).

③ Unqualified in the additional examination for the candidates at equal education level.

④ Not publicized in the proposed admission list.

⑤ Failing to submit the targeted employment agreement on time as a targeted employment candidate.

⑥ Failing to submit graduation certificate and other required materials on time.

⑦ Providing false information.

VII. Points for attention

1. The candidates are required to take adequate measures for epidemic prevention and control according to the requirements of their origin and the University, to ensure personal hygiene and health.

2. They must sign the “Letter of Commitment for Integrity in Second-round Examination” before taking the examination

3. Candidates are required to arrive at the examination site 40 minutes before the examination, wear masks before entering the examination room, cooperate with the staff to detect body temperature, and pay attention to personal and environmental hygiene. When entering the examination room, they are required to bring their second generation ID card and admission card. When taking the written examination, the ID card and admission card should be placed in the upper left corner of their seats;

4. The Master of Public Administration (MPA) of our University belongs to part-time targeted admission, and the candidates should go through the procedures of targeted admission. The candidates must sign targeted training contract with the admission unit and employing unit respectively before being admitted. The personnel files will not be transferred upon admission. Upon graduation, they will be employed according to the targeted contract.

5. There is no physical examination during the second-round examination, and the candidates will take part in the entrance examination after admission. There are two ways of physical examination, and the candidates can choose either. First, candidates can go to our hospital for physical examination at the prescribed time; second, candidates can go to the local hospital of second grade or above for physical examination and mail the physical examination report to MPA Education Center at the specified time.
