Acceptance of the Key Laboratory of Legal Evaluation Engineering of the Ministry of Land and Resources

On June 24, experts organized by the Division of Science, Technology and International Cooperation of the Ministry of Land and Resources visited our University to check and accept the construction of the Key Laboratory of Legal Evaluation Engineering of the Ministry of Land and Resources. The expert group was composed of Wang Xiaolie (researcher of Chinese Academy of Geological Sciences), and experts and scholars from the Division of Policies and Regulations of Ministry of Land and Resources and relevant universities.

　　Wen Bo, deputy director of the Division of Science, Technology and International Cooperation of the Ministry of Land and Resources, He Ping, director of the Real Estate Registration Center of the Ministry of Land and Resources, Zhang Huixu, deputy director of the Key Laboratory Office of the Ministry of Land and Resources, Zhang Jianhua and Li Wei, deputy directors of the Real Estate Registration Center, Wang Yanxin, President of our University, and relevant unit leaders attended the acceptance meeting. The meeting was presided over by He Kaitao, director of Science and Technology Planning Department of the Division of Science, Technology and International Cooperation, Ministry of Land and Resources.

　　Wang Yanxin delivered a welcome speech. He introduced the construction process of the laboratory, and pointed out that the laboratory had played an important role in supporting the development of land and resources policies and laws by focusing on fundamental, strategic and comprehensive research topics, and continuously optimizing the operation mechanism and system in recent years. In particular, it had formed a high-level young and middle-aged scientific research team in the fields of real estate right system, natural resource property right system, homestead system reform, and “two laws” amendment, completed a number of scientific research tasks and achieved fruitful results, which had been highly affirmed by the relevant divisions and bureaus of the Ministry. He believed that the practice had proved that the co-construction of laboratory had better enhanced our ability to serve the development of land and resources, and promoted the development of related disciplines and the construction of talent team. In order to better promote the construction of the laboratory, he hoped that the participating experts would jointly check the construction status and put forward valuable suggestions.

　　Wen Bo stressed that the Key Laboratory of Legal Evaluation Engineering of the Ministry of Land and Resources was the first Ministry-level Key Laboratory of Humanities and Social Sciences in the land and resources system. During the construction period, with the legal evaluation of land and resources as the core theme, after five years of cooperation and joint efforts by both sides, the construction of the laboratory had been carried out smoothly and achieved the expected phased results, which provided forward-looking and constructive theoretical, intellectual and case support for the reform and development of land system in China. He hoped that the participating experts would continue to point out the direction for the construction and development of the laboratory, explore the establishment of different types of collaborative innovation alliance, jointly promote in-depth joint research and innovation, so as to make greater contributions to the innovation and development of China’s land and resources cause.

　　He Ping conveyed the important instructions of Wang Guanghua, Vice Minister of the Ministry of Land and Resources, on the construction of the laboratory, and put forward four opinions on the follow-up construction. He pointed out that the key laboratory should make full use of the important grasp and platform in cultivating talents and improving scientific research level, pay close attention to real construction and solid construction, and focus all energy on the laboratory content construction. As an interdisciplinary and open innovation platform, as well as a public welfare and high-level land and resources legal evaluation research institution, the key laboratory should be further improved, enriched and promoted. The first was to further develop and improve the laboratory construction and operation management system, stabilize the research team, make more achievements and cultivate more talents. The second was to enhance the core competitiveness and continue to support the legal construction of land and resources. The third was to lay importance on talent training and team construction, especially the young people, attract high-level talents, and form a reasonable personnel structure. The fourth was to focus on the results orientation, do well in integration and transformation, and create industry-recognized influential brand products, reflecting the advantages and characteristics of co-constructed laboratory. He also hoped that both sides could keep close communication and cooperation, and promote the construction and development of the laboratory in personnel training, project cooperation and infrastructure construction.

　　Hu Shougeng, director of the laboratory and professor of the School of Public Administration of our University, reported the laboratory situation from five aspects: laboratory overview, progress of construction plan, construction progress, co-construction mechanism and future planning.

     Wang Xiaolie, leader of the expert group, announced the acceptance opinion. The opinion pointed out that the laboratory had made important progress and significant application effect in the legal evaluation theory of land and resources around the research direction, which had strongly supported the legal construction of land and resources; it also had made great breakthroughs in personnel training and team construction, promoted the exchange and development in the field of legal management of land and resources, and made contributions to improving the legal cognition of land and resources, and provided system guarantee for laboratory construction. In conclusion, it had successfully completed the construction tasks and passed the acceptance.

　  Hu Shougeng expressed his gratitude to the expert group for their recognition of the achievements of the laboratory construction. He believed that the successful acceptance of the laboratory was due to the long-term strong guidance of the Division of Science, Technology and International Cooperation, the Division of Policies and Regulations, and the Key Laboratory Office of the Ministry of Land and Resources, the strong support of relevant schools of the University and the Real Estate Registration Center of the Ministry, and the joint efforts of all members of the laboratory. He said that the laboratory would continue to give full play to the discipline advantages and talent training advantages of our University and the industry support advantages of Real Estate Registration Center of the Ministry, and actively promote the collaborative innovation, collaborative development and collaborative education.
