Laboratory Co-construction and Exchange Meeting was Held in Beijing

On June 6, 2018, the exchange meeting between the two sides for the co-construction of the Key Laboratory of Legal Evaluation Engineering of the Ministry of Land and Resources was held at the real estate registration center of the Ministry of Land and Resources in Beijing. Wang Zhanqi, Dean of the School of Public Administration, Professor Hu Shougeng, Professor Zhuo Chenggang and Guo Wei attended the meeting.

The meeting discussed and defined the new development goals after the laboratory entered the formal operation stage, and proposed to strive to build the laboratory into a “domestic first-class natural resources policy and law research center and natural resources policy and law evaluation center”, “domestic leading natural resources system innovation exchange center and natural resources policy and law empirical monitoring center” and the “international natural resources policy legal information center and natural resources law talent training center” within 3-5 years.

In order to implement the safeguard measures of the objectives, the meeting further decided: the first was to strengthen the laboratory management mechanism and establish a laboratory management committee, with the main leaders of the two Parties serving as the director of the management committee, as the deliberation and decision-making body for major issues of laboratory operation and management; at the same time, to set up the laboratory Secretariat (Office) in the center and China University of Geosciences (Wuhan) to implement the relevant decisions; the second was to accelerate the re-election of the laboratory Academic Committee and complete the construction of the new academic committee as soon as possible; the third was to deepen the research cooperation between the two sides, increase the research and cooperation of basic theory in the research and evaluation of natural resources policy and law, and strengthen the combination of research and practice in the exchange of natural resources system innovation and policy and law empirical monitoring, give full play to the function of the laboratory as a social policy advisory body, and give full play to the complementary advantages of both sides in natural resources policy legal information and legal personnel training, so as to achieve effective joint efforts.

At the meeting, Dean Wang Zhanqi stressed that the laboratory construction should focus on the era theme of natural resources management mechanism and system reform, improve the platform benefits of the laboratory from “research”, “cooperation” and “personnel training” and other aspects, and provide support services for the decision-making consultation of the Ministry of Natural Resources.
