Cai Huilian

Cai Huilian, female, PhD, native of Enshi Hubei Province, professor, is the deputy dean of School of Public Administration of China University of Geosciences (Wuhan).

Courses offered: Comparative Environmental Law, History of Legal Thoughts in the West, History of Chinese Legal System, and Legal Logics. She has won the Teaching Excellence Award of China University of Geosciences (Wuhan), has been awarded the title of Mentor for Graduate Students of China University of Geosciences (Wuhan), and has been named Excellent Instructor of Undergraduate Science and Technology Activities of China University of Geosciences (Wuhan). She has presided over and completed 3 province-level teaching programs, such as “Research on the Practice Teaching System for Undergraduate Program of Law”, and 5 university-level teaching research programs. She edited and published the textbook Comparative Environmental Law for postgraduate.

She has presided over and participated in more than 20 scientific research programs, including General Program of the National Social Science Fund of China “Research on the Legal System of Ecological Compensation for Inter-basin Water Transfer in China” as the PI, Program of Humanities and Social Science Fund of the Ministry of Education “Legal Regulation of Water Rights in Inter-basin Water Transfer in China” as the PI, and the program commissioned by the Ministry of Water Resources, the program commissioned by the Ministry of Ecology and Environment, the program of the Department of Education of Hubei Province, and the program of Humanities and Social Science Base of Hubei Province, etc. Related research results have been adopted by the Development Research Center of the Ministry of Water Resources. She has published more than 40 academic papers, one of which was reprinted in full by Xinhua Digest, published 1 monograph and participated in the writing of 5 books, and won the third prize for Outstanding Achievement in Social Sciences of Hubei Province.

She has been recognized as “Excellent Party Member” and “Excellent Head Teacher” of China University of Geosciences (Wuhan) for many times, has been rated as Advanced Individual in Teaching and Advanced Individual in Scientific Research of the School, and has won the Scientific Research Contribution Award of the School.
