Ma Xiangping
Ma Xiangping, professor, native of Weifang, Shandong Province, Director of Hubei Leadership Association, expert in capacity building of Hubei Provincial People’s Government, graduated from China University of Geosciences with a bachelor’s degree in 1986 and from Xi’an University of Science and Technology with a master’s degree in 1989, and now is a doctoral candidate in resource management of China University of Geosciences, with the main research fields in public policies on resource and environment, resource-based enterprises and leadership science.
Main courses offered and teaching achievements: “Public Policy” and “Leadership” for undergraduate and postgraduate, teaching research of online courseware and the distance teaching of “Public Policy” and “Leadership”. He has guided more than 20 postgraduates.
Main scientific research programs and achievements after 2000: as the first and second principal investigator, he has presided over the “Research on administrative information disclosure system of teaching and research section” supported by the 15th Five-year Research Program for Humanities and Social Sciences of the Ministry of Education (2002-2004), the “Research on the index composition and evaluation method innovation of the quality evaluation system for Party and government executives” supported by Department of Education of Hubei Province (2006-2007), the “Research on the executive culture of Hubei Provincial People’s Government” supported by Hubei Provincial People’s Government (2009), the “Informal employment: A Study on the reemployment mode of laid off women in Wuhan” supported by Department of Education of Hubei Province (2004-2005), the “Performance evaluation system of government departments based on scientific development concept” supported by Hubei Provincial Human Resources Market (2006-2008) and other government sponsored research, and has presided over such researches sponsored by enterprises and institutions as the “Corporate culture construction and planning of Jidong Company, PetroChina” (2006 -2007), “Research on the organizational development of Jidong Oilfield, PetroChina” (2008-2009), and “Enterprise culture construction of Sichuan Geological Team No.405” (2009). As a key member, he has successively participated in the research programs of the “Research on the ‘innovative, friendly and pragmatic’ government image construction of Wuhan City” supported by Wuhan Social Science Research Foundation (2003-2005) and the “Research on the executive culture of Hubei Provincial People’s Government” (2009) which was the topic supported by the “Capacity Building Year” Activity of Hubei Province. Since 2002, he has published more than 20 papers in Chinese Public Administration, Journal of China University of Geosciences (Social Sciences Edition), Theory Monthly, Theory and Reform, The Journal of Yunnan Administration College, Hubei Social Sciences, Jianghan Tribune, Guangxi Social Sciences, Administration and Law, Talent Outlook, Talent Resources Development and other journals, as well as International Forum on Information Technology and Applications, Annual Meeting of Chinese Public Administration Society and Conference on Public Administration and Gender, of which three papers were awarded. He published the academic work leadership - essence, subject and process, which was awarded the second class excellent academic work of University Press in central and southern China.
