I. Academic Resume

Song Dongdong, born in December 1985, distinguished associate professor of China University of Geosciences (Wuhan), master supervisor, candidate of 2016 “CUG Scholar” Young Talent, PhD in public policy of City University of Hong Kong, doctor of laws of Huazhong University of Science and Technology. In 2011, he received a master’s degree in civil and commercial law from Huazhong University of Science and Technology; in 2010, he went to the United States for further study and received a master’s degree in ADR from the University of Missouri; in 2008, he received a bachelor’s degree in law from Huazhong University of Science and Technology. At present, he is a member of China Law Association on Science and Technology, the Photovoltaic Professional Committee of China Renewable Energy Society, and MPSA.

He has been invited to the United States, Greece and Taiwan to attend international academic conferences and give reports. In 2015, he was invited to attend the Annual MPSA Conference in Chicago, USA, submitted the paper “The Development of China PV Industry Policies: From the Perspective of Multiple Streams Model”, and gave a keynote report of the conference; in 2014, he was invited to attend the “International Joint Conference on Energy Laws and Policies in Asia” at National Tsing Hua University to give a conference report on China’s photovoltaic industry policies and laws, and submitted the paper “A Policy Analysis on Photovoltaic Industry Development in China”; in 2012, he was invited to participate in the Fifth International Scientific Conference on Energy and Climate Change sponsored by the National University of Athens, Greece and delivered a report entitled “Over view of the Photovoltaic Technology Status and Perspective in China”. This paper was published in the international journal “Renewable & Sustainable Energy Reviews”.

(II) Core points

(1) Representative papers: “Overview of the Photovoltaic Technology Status and Perspective in China” published in “Renewable & Sustainable Energy Reviews”; “Legal Regulation of Market-oriented Policy Instruments in the Development of China’s Photovoltaic Industry” (doctoral dissertation of laws of Huazhong University of Science and Technology). The dissertation holds that market-oriented policy instruments are the carrier of administrative discretion, and the regulation of administrative discretion is the meaning of the legal regulation of market-oriented policy instruments. In the development of China’s photovoltaic industry, there are some problems in the practical application of the main market-oriented policy instruments, which can be attributed to the abuse of administrative discretion, so it is necessary to introduce legal regulation. The legal regulation of market-oriented policy instruments in the development of China’s photovoltaic industry should be carried out from the legislative, administrative and judicial level, so as to provide reference for the development of renewable energy industry in other fields.

(2) Representative works: Towards Sounder Development of PV Industry in China (Scholars’ Press in Germany, ISBN 978-3-639-71228-5). To improve China’s strategy of promoting the development of renewable energy industry, it is necessary to analyze the competitiveness and development direction of China under the background of global green energy technology development. In the development of photovoltaic industry in China, the government should play a guiding role, promulgate incentive policies and incentive measures for photovoltaic equipment installation, issue relevant energy laws, and improve the national new energy project to enhance the national competitiveness. Legislation is an important way to enhance the competitiveness of China’s photovoltaic industry and other renewable energy industries.

(III) Social assessment

Dr. Song Dongdong has been devoted to the research of renewable energy law and policy for a long time and his research results have been concerned and recognized by academic circles at home and abroad. Representative paper: “Overview of the Photovoltaic Technology Status and Perspective in China”, published in “Renewable & Sustainable Energy Reviews” (indexed by SCI & SSCI, IF in 2015: 6.798, 5-year IF: 7.896, journal in SCI Q1). Within a short period after publication, the citation rate of high-level SCI & SSCI journal paper reached 11 times. Due to its close connection with national strategy and international hot issues, his research achievements have attracted the attention of relevant fields at home and abroad. Melissa Murry and Michael D. Jones, American energy policy scholars, highly praised his research achievements. Therefore, he has been invited to participate in international academic conferences for many times and has been supported by relevant funds.

He was responsible for the collection and sorting of relevant materials and the writing of application form, and was also the main member of the sub-project “Research on the intellectual property policy system for the  intellectualization of independent innovation achievements and the protection capacity building”, focusing on the research fields of intellectual property and technology transfer of renewable energy industry.

4. As a sub-project leader, he participated in the legislative project of the Standing Committee of Wuhan Municipal People’s Congress: “Research on the legislation of Wuhan Intellectual Property Promotion and Protection Regulations”, Standing Committee of Wuhan Municipal People’s Congress, RMB 50,000Yuan, 2013, concluded.

He was the principal investigator of the sub-project “Innovation and intellectual property rights of strategic emerging industries”. The regulations were deliberated and adopted at the 24th Meeting of the Standing Committee of the 13th Wuhan Municipal People’s Congress on September 17, 2014, and approved at the 12th meeting of the Standing Committee of the 12th Hubei Provincial People’s Congress on November 27, 2014, and officially implemented on February 1, 2015.

5. As a sub-project leader, he participated in the program supported by the Fundamental Research Funds for the Central Universities (program supported by the independent innovation research fund of Huazhong University of Science and Technology): “The development of strategic emerging industries and the innovation of legal policies” (No.: RQ2011011), 2011, concluded.

He was the principal investigator of the sub-project “Photovoltaic industry development and legal policy innovation”.
