Professor Huang Delin and Others Attend the Symposium on Environmental Resources Law in Hubei and Hunan provinces

On July 10, 2021, the academic conference on “New Progress in Environmental Law Enforcement and Environmental Justice” and the first joint annual meeting of Hubei-Hunan Association of Environmental Resources Law were held in Wuhan Harvest International Hotel. The conference was jointly sponsored by the Association of Environmental Resources Law of Hubei and Hunan Law Society, and jointly organized by the Professional Committee of Environmental Resources and Energy Law of Wuhan Lawyers Association and Hubei Ruitong Tianyuan Law Firm. Professor Huang Delin, Associate Professor Song Dongdong, Associate Professor Xia Yunjiao, graduate students Shi Wenyu, Cheng Xiaoli and sun Zhengyi attended the conference.

At the opening ceremony, Li Guangbing, assistant director of the Research Institute of Environmental Law of Wuhan University, Vice President and Branch Secretary of Hubei Society of Environmental and Resource Law, presided over and delivered a speech. Professor Zou Jinwen, Vice President of Zhongnan University of Economics and Law, Shi Yanfei, full-time deputy director of the Social and Legal Affairs Commission of Hubei Provincial Committee of CPPCC and Vice President of Hubei Law Society, Luo Liangfang, Deputy Secretary General of Hunan Law Society, and Gao Lihong, professor of Zhongnan University of Economics and Law, and President of Hubei Society of Environmental and Resource Law, delivered welcoming speeches respectively. In the second stage of the conference, the excellent papers of the annual meeting were awarded. Professor Zhang Bao, professor of Zhongnan University of Economics and Law and Secretary General of Hubei Society of Environmental and Resource Law, read out the list of winners and presented awards. Ten papers, such as “On the Construction of Codification Legislative System of Environmental Law” written by Shi Wenyu and Huang Delin of our University won the second prize, and 15 papers, such as “Research on the Review and Approval System of Forest Land for Wind Power Projects” written by Xia Yunjiao and Jin Zhengwei won the third prize.

The third stage was academic discussion. Session I: New development of environmental law enforcement and environmental justice. Ke Jian, professor of Wuhan University and Vice President of Hubei Society of Environmental and Resource Law, and Zhou Xunfang, professor of Central South University of Forestry & Technology and Vice President of Hunan Society of Environmental and Resource Law, presided over the session and delivered speeches. Wu Yong, Deputy Dean of Xiangtan University Law School and Vice President of Hunan Society of Environmental and Resource Law, delivered a special speech on “Emerging Information Technology Enabled Environmental Governance Risk Patterns and System Response”; Wang Teng, associate professor of Hubei University of Economics, delivered a special speech on the “Innovation of Random Law Enforcement Mechanism in Environmental Supervision and Law Enforcement”; Jiang Lanxiang, director of Social Science Department of Central South University of Forestry & Technology, delivered a special speech on the “Difficult Problems to be Solved in the Connection of Environmental Execution”; Wu Yu, lecturer of the Research Institute of Environmental Law of Wuhan University, delivered a special speech on the “Deterrence Effect of Environmental Legal Responsibility and Its Realization”; Wang Qingjun, professor of Central China Normal University and vice president of Hubei Society of Environmental and Resource Law, delivered a special speech on the “Investigation Benchmark of Administrative Omission in Environmental Administrative Public Interest Litigation”; Zhou Yongfei, lecturer of Hubei Normal University, made a special speech on the “Application Restrictions of Punitive Damages For Environmental Infringement”. Session II: Environmental problems and environmental law from multiple perspectives. The session was presided over by associate professor Luo Ji, executive vice president of the Research Institute of Environmental Law of Wuhan University, and Huang Delin, professor of China University of Geosciences and vice president of Hubei Society of Environmental and Resource Law. Li Qiwei, associate professor of Hunan Normal University and Secretary General of Hunan Society of Environmental and Resource Law, delivered a special speech on the “Historical Logic and Practical Enlightenment of the Rule of Law in Integrated Watershed Management”; Wu Kai, lecturer of Zhongnan University of Economics and Law, delivered a special speech on the “Legal Protection of Wildlife During Migration - Taking the Northward Migration of Asian Elephants in Yunnan as an Example”; Jiang Ming, associate professor of Changsha University of Science and Technology, delivered a special speech on the “Interest Demand and Normative Space of Environmental Legislation in Cities Divided into Districts”; Hu Bangda, associate professor of Huazhong University of Science and Technology, delivered a special speech on the “Limitations and Solutions of Marine Nuclear Pollution under International Environmental Regulations - From the Perspective of the ‘London Convention’”; Song Dongdong, associate professor of China University of Geosciences, delivered a special speech on the “Practice of Franchising Natural Resource Assets in Nature Reserves”; Chen Yong, associate professor of Changsha Environmental Protection College, delivered a special speech on the “Assessment on the Implementation of Regulations of Hunan Province on Responsibility for Environmental Protection”.

In the afternoon, the academic conference discussion was carried out in two parts: special speech and rookie forum. At the symposium on the theory and practice of river basin rule of law, Qiu Qiu, Dean of Law School of Hubei University of Economics and vice president of Hubei Society of Environmental and Resource Law, and Professor Fan Jiaoyan of China Three Gorges University delivered speeches. Then, Professor Xiao Jianhua from Hunan Normal University, Professor You Mingqing from Zhongnan University of Economics and Law, Professor Fu Xiaohua from Central South University of Forestry & Technology, Associate Professor Liu Jing from Law School of Wuhan University and Associate Professor Xia yunjiao from School made speeches successively.
