On October 15-17, 2021, 11th AnnualSession ofSESCDecision Science Technical Committee& 11th Academic Forum on Decision Science and Emergency Management was held in Wuhan. The purpose of thissession was to promote the cross-integration of decision science and emergency management, and improve the scientific decision-making level of emergency management. More than 100nationwideexperts and scholars participated in the discussion and exchange.
The forum wassponsored by SESC Decision ScienceTechnicalCommittee, and jointlyundertaken by School of Economics and Management, School of Public Administration, Institute of Geological Survey,Facultyof Engineering, Institute of Science and Technology Development andJournal ofHubei Emergency Management.
The opening ceremony was presided over by Professor Yang Shuwang, Dean of School of Economics and Management, China University of Geosciences (Wuhan).Professor Wang Linqing,Vice Party Secretary of China University of Geosciences (Wuhan), Rao Daocai, Executive Deputy Director of HubeiGeneral Investigation Office &First-classConsultant ofHubei Bureau ofEmergency Management Department, and Professor Du Dong,Director of Technical Committee delivered speeches successively. Wang Linqing said that it was an important part to buildthe socialistharmonious society to strengthen emergency management, and improvethe ability to prevent and deal with emergencies. He briefly introduced the professional construction and research of emergency management in CUG, andexpressed his gratitude to theparticipatingexperts and scholars. Rao Daocai briefly introduced the comprehensive risk survey of natural disasters in Hubei Province and affirmed the achievements from the long-term cooperation betweenCUG andHubei Bureau ofEmergency Management. Du Dong introduced the development history and new mission of Decision ScienceTechnicalCommittee, and called on more scholars in related fields to join Systems Engineering Society of China to contribute to the decision science research.

The forumwas mainly divided into four links: theme-focused reports,specialreports by the experts,special reports by postgraduates and special exchange meetings. The theme-focused report was presided over by Professor Guo Haixiang, Deputy Director of Special Committee andDeputy Directorof Institute of Science and Technology Development. Seven experts and scholars made brilliant theme-focused reports around Decision Science and Emergency Management. Professor She Lian of NationalAcademy of Governanceanalyzed the situation and challenges of open utilization of underground space in China, put forward the risk structure of urban underground space development, and pointed out that the disturbance of underground spacewas a new challenge of urban system security. Professor Yin Yunqiang from University of Electronic Science and Technology of China shared his team's research results in related fields of home medical care resource scheduling and path optimization. Professor Zhang Jianghuafrom Shandong University gave a report entitledDecision underUncertainty in Humanitarian Logistics, and analyzed the differences and characteristics between humanitarian logistics and traditional logistics,introducedthe methods used in the research and put forward some prospects for the research. Professor Chen Lanjie from Hebei University introduced the relevant research contents about the comprehensible influencing factors of emergency information, and shared the research results such as research model, data collection and analysis, and test results. Professor Zhu Jianmingfrom University ofChinese Academy of Sciences gave a report entitled Mathematical Problems in the Governance of False Information in Social Network, and welcomedtheexchange and cooperation formthe interested experts and scholars. Professor Qi Chaofrom Huazhong University of Science and Technology shared the latest progress of his team's long-term researchin the planning methodsforhierarchical task network and introduced the application of this method in the formulation of emergency action plan in detail. Associate Professor Wang Deyun from School of Economics and Management of CUGintroduced his team's work in evaluating the effectiveness of air pollutant prevention and control policies. The study took COVID-19 epidemic as the research interval and analyzed the changes of traffic and production conditions in Wuhan during the epidemic based on breakpoint regression.

In the afternoon, Professor Hou Jundong from School of Economics and Management, CUG, presided over the special reports bythe experts, and many young experts and scholars from China University of Geosciences (Beijing), Xi’an University of Finance and Economics,WuhanTextile University, South-Central University for Nationalities and other universities gave special reports on emergency management and decision-making. Thisarrangement was made to build an academic exchange platform for young scholars and promote the exchange and innovation of academic achievements. At the same time, Zhao Zuguo,President of Zhongzhi Wulian (Hubei) Information Technology Co., Ltd., and Wang Xianbin, Director of Business Department ofPIESAT., respectively made reportsentitled Application of Internet of Things Technology in Urban Emergency Management and Thinking on Information TechnologyApplication of Natural Disaster Comprehensive Risk Survey and introducedthe application ofemergency management technology in real economic life from multiple perspectivesof Government-Industry-University-Research.
Professor Li Shixiang from School of Public Administration presided over thespecial reports by the postgraduates. Fifteenpostgraduates from different universities in China gave lectures. Experts such as Zhu Jianming, Wang Zhiying and Wang Deyun commented on the contents of the reports and put forward corresponding suggestions for improvement.
Finally, the session invited experts in the fields of decision science and emergency management to discuss theeducation plan and professional construction of emergency management major inCUG, and listened to the suggestions of participating experts. The meeting was chaired by Professor Zhuo Chenggang.
Thesession provided a multi-dimensional communication platform for experts and scholars, and provided necessary scientific support and decision-making consultation for improving China's emergency management level and scientific decision-makingcapability. The success of thissession had not only enhanced the academic influence ofCUG in decision-making science and emergency management, but also strengthened the communication betweenCUG and domestic universities and research institutes,promoted the development of management science, engineering and emergency management, and provided better technical support for the comprehensive risk assessment of natural disasters inHubei Province.
