Our School Participated in the Summit Forum on the Frontier Theory and Practice of Ecological Civilization Rule of Law in the Double-Carbon Era

To further implement the new concepts, ideas and strategies put forward by the CPC Central Committee on the construction of ecological civilization and ecological environmental protection, and to give full play to the guarantee function of the rule of law, on November 20, 2021, the Summit Forum on the Frontier Theory and Practice of Ecological Civilization Rule of Law in the Double-Carbon Era was jointly organized by the Environment, Resources and Energy Law Committee of Hubei Lawyers Association, the Environment, Resources and Energy Law Committee of Wuhan Lawyers Association, the School of Public Administration of China University of Geosciences (Wuhan), and the Xiantao Law Research Society of Hubei Law Society. Nearly 100 experts and scholars from the four organizers, Wuhan University, Huazhong University of Science and Technology, Zhongnan University of Economics and Law, Wuhan University of Technology, Hubei Higher People's Court, People's Procuratorate, Carbon Emissions Registration and Settlement (Wuhan) Limited Liability Company, and law firms participated in the forum through offline plus online.

The conference is divided into four sessions: opening ceremony, keynote speech, special presentations, and closing ceremony. The opening ceremony was hosted by lawyer Hu Yanzhao, director of the Environment, Resources and Energy Law Committee of Hubei Lawyers Association and vice president of Wuhan Lawyers Association. Yue Qinfang, vice president of All China Lawyers Association and president of Hubei Lawyers Association, Nie Dezong, member of the Party Committee and deputy director of Justice Bureau of Wuhan and secretary of the Party Committee of Wuhan Lawyers Industry, and Qin Qianhong, president of Xiantao Law Research Association of Hubei Law Society and Professor of Wuhan University, delivered speeches respectively. The keynote speech was hosted by Li Shijun, Director of the Legal Policy Research Office of the Hubei People's Procuratorate. Professor Qin Tianbao, Vice President of the Environmental Resources Law Research Academy of the China Law Society and Director of the Research Institute of Environmental Law of Wuhan University, gave a keynote speech entitled "Legal Guarantee of the Double Carbon Goal under the Overall System View".

In the session of "Theory and Practice of Environmental Rule of Law in the Double Carbon Era", Associate Professor Xia Yunjiao from our school reported on the topic of "Legal Regulation of Carbon Emission Trading Market".

Professor Cai Huilian, Deputy Dean of our School, and Li Shijun, Director of the Legal Policy Research Office of Hubei People's Procuratorate, made excellent comments on the content of the four presenters in the session on topic one.

In the afternoon, the forum entered into the second session on the topic "Legal Guarantee of Ecological Civilization", which was hosted by Mr. Yang Hengmin, deputy director of Environment, Resources and Energy Law Committee of Hubei Lawyers Association, and Liu He, deputy director of Environment, Resources and Energy Law Committee of Wuhan Lawyers Association, with eight speakers and six panelists. The closing session of the forum was hosted by Hu Yanzhao, director of Environment, Resources and Energy Law Committee of Hubei Lawyers Association and vice president of the Wuhan Lawyers Association, and Yin Shuyue, vice president of Hubei Lawyers Association, made a concluding speech.

The summit forum on the theory and practice of the frontier of ecological civilization rule of law in the double-carbon era came to a successful conclusion. The forum gathered the wisdom of all people, gathered the strength of law and the wisdom of rule of law for the construction of ecological civilization in the double-carbon era.
