Overview

China University of Geosciences (Wuhan), located on the shore of East Lake and at the foot of Yujia Montain, is one of the key universities under "Project 211" and for "Double First-Class" construction. Established in July 2012 in Nanwang Mountain Campus, School of Public Administration (SPA) concurrently has three catalogues of the disciplines including engineering, management and law, upholds the development idea of “pursuing excellence and strengthening the quality for better” and the mission of “making every effort to cultivate the innovative talents with complicated skills with Chinese patriotism and international view-field, familiar with the political thought, the concept of rule by law, management philosophy and management skills and having both ability and moral integrity” and devotes itself to building an excellent, harmonious and happy school of public administration.  

SPA now has three departments: Department of Public Administration, Department of Land Resources Management and Department of Law; 2 education centers: MPA Education Center and J.M Education Center; 1 provincial and ministerial key laboratory: Key Laboratory of Land and Natural Resources Law Evaluation Engineering under Ministry of Natural Resources. Now it has six undergraduate programs: public service administration, public administration, law, land resources management and land consolidation engineering and emergency management, with unique characteristics of resources management. It has a discipline authorized to offer doctoral degree for public administration and the center of post-doctoral studies for public administration; the discipline authorized to offer master’s degree for law and has the right to offer the professional degrees for master of public administration (MPA), Juris Master (J.M.) and resources and environment. It is proposed to start the enrollment and training of graduate students in the cross-discipline of natural resources and territorial spatial planning soon. In recent years, the disciplines and the majors have obtained the considerable development. In 2013, the first-class discipline of public management was evaluated as a key discipline in Hubei Province, which ranked B+ in 4th round of China Discipline Ranking and ranked Top 20% among 143 participating universities. In the Academic Ranking of China Universities in 2021, land resources management, public service administration and public administration respectively took 7th, 29th and 30th place and were appraised as Class-A major. The major of law is continuously upgraded, ranked Top 31% in the Academic Ranking of China Universities and was selected in Major B+.

Now there are 78 faculty members, including 66 teachers, 17 professors and 35 associate professors (including distinguished associate professors), 13 doctoral supervisors and 60 master supervisors and 60 teachers with doctoral degrees; 85% of the teachers have experience in studying abroad. It has a batch of famous scholars such as the chief experts of Major Program of the National Social Science Fund of China, “chief science popularization experts” of Ministry of Natural Resources and the most beautiful social scientists in Hubei Province. During the 13th Five-Year Plan period, SPA undertook more than 600 scientific research projects, with a total funding amount of more than RMB 94 million Yuan (including more than RMB 54 million Yuan for government sponsored research, accounting for 57% of the total amount of research funding).

 

Recruitment positions and requirements

 Professional background requirements: Public administration (emergency management, land resources management, administrative management), land consolidation and ecological restoration, agricultural and environmental engineering, law, sociology and other related professional fields.

(I) Discipline leading talents and backbone talents

(II) Winner of Excellent Young Scientists Fund (Overseas) under the National Natural Science Foundation of China

Application Conditions

1. PhD, under 40 years old, 36 months or more of continuous overseas research work experience. If you have obtained a PhD degree overseas and have made outstanding achievements, the requirements for working years can be relaxed as appropriate.

2. At the time of application, the applicant should have a formal teaching or research position in a well-known overseas university, scientific research institution, or R&D institution of a well-known enterprise. Those who have worked in China should have returned to China within one year.

3. The applicants should be top talents among their peers in the scientific research field they are engaged in and have the potential to become an academic or technical leader in the field.

Support Policy

1. Salary: Annual salary of RMB 500,000 Yuan or more (with dynamic growth mechanism). A one-time reward of RMB 50,000 Yuan for those who are excellent in assessment on expiration; in addition, teaching allowance, scientific research performance and high-level achievement award will also be provided.

2. Title: Appointed as a professor (staff of public service unit), you can apply for recognition as a doctoral supervisor.

3. Admission: Provide 1-2 doctoral student admission targets, 2-3 master's student admission targets, and 3 postdoctoral admission targets with an annual salary of RMB 200,000 Yuan each year.

4. Fund: RMB 4-6 million Yuan of research start-up fees (including state matching funds).

5. Living allowance: A total of RMB 2 million Yuan (including state subsidies) for living allowance.

6. Housing: Temporary house will be provided.

7. Other supports: Children's schooling and care will be solved. Enjoy the medical services of Grade III-A hospitals or above.

 

(III) Positions of “CUG Talents Program

Application Conditions

1. Generally under 35 years old (the age can be relaxed to 40 years old for those with outstanding performance).

2. PhD with 3 or more years of continuous overseas research experience. The years of overseas working experience can be relaxed appropriately for those who have obtained their doctoral degrees from famous overseas universities and research institutions.

3. The applicant should have a formal teaching or research position in a well-known overseas university, scientific research institution, or R&D institution of a well-known enterprise.

4. The applicants should be top talents among their peers in the scientific research field they are engaged in and have the potential to become an academic or technical leader in the field.

5. Generally, the applicant should not work full-time in China; those who have worked in China should have returned to China within one year.

Support Policy

1. Salary: Annual salary of RMB 380,000 Yuan or more; a one-time reward of RMB 50,000 Yuan for those who are excellent in assessment on expiration; in addition, teaching allowance, scientific research performance and high-level achievement award will also be provided.

2. Title: Appointed as a distinguished professor or professor (staff of public service unit), you can apply for recognition as a doctoral supervisor.

3. Admission: Provide 1-2 doctoral student admission targets, 2-3 master's student admission targets, and 3 postdoctoral admission targets with an annual salary of RMB 200,000 Yuan each year.

4. Fund: Research start-up fees provided by CUG (over RMB 400,000Yuan).

5. Living allowance: Settlement fee of RMB 500,000 Yuan or more.

6. Housing: Temporary house will be provided.

7. Other supports: Children's schooling and care will be solved. Enjoy the medical services of Grade III-A hospitals or above.

 

(IV) Distinguished professor/distinguished researcher

Application Conditions

Under 36 years old, good international communication skills, 2 years or more experience in scientific research after obtaining a PhD.

Support Policy

1. Salary: Annual salary of RMB 290,000 Yuan or more; teaching allowance, scientific research performance and high-level achievement award.

2. Title: Distinguished professor (distinguished researcher) (staff of public service unit)

3. Fund: Research start-up fees provided by CUG (over RMB 150,000Yuan); settlement fee of RMB 250,000 Yuan or more

4. Other supports: Children's schooling and care will be solved. Enjoy the medical services of Grade III-A hospitals or above.

(V) Distinguished associate/distinguished associate researcher

Application Conditions

Under 33 years old, with good international communication skills.

Support Policy

1. Salary: Annual salary of RMB 240,000 Yuan or more; teaching allowance, scientific research performance and high-level achievement award.

2. Title: Distinguished associate professor (distinguished associate researcher).

3. Fund: Research start-up fees provided by CUG (over RMB 100,000Yuan); settlement fee of RMB 150,000 Yuan or more

4. Other supports: Children's schooling and care will be solved.

 

(VI) Postdoctoral positions

Application Conditions

In 2021, CUG will continue to create a good research platform, improve the salary and benefits of postdoctoral researchers, and warmly welcome PhD graduates (including fresh graduates) from home and abroad to apply for postdoctoral research at our postdoctoral station of public administration. The of postdoctoral positions recruited by CUG are divided into four categories

Support Policy

Class A Postdoctoral: Postdoctoral fellows who have been approved for various national postdoctoral projects will be treated according to the relevant policies of postdoctoral projects, and their salaries will be more than RMB 300,000 Yuan per year.

Class B Postdoctoral: The salary is over RMB 240,000Yuan per year.

Class C Postdoctoral: The salary is over RMB 200,000Yuan per year.

Project Postdoctoral: Enjoy the same salary package as the mid-level professional and technical positions of CUG.
